Organizational Setting and Reporting
This position is located in the Budget and Finance Unit of the United Nations Assistance Mission in Afghanistan (UNAMA) and reports directly to the Chief Unit/Section or a Finance & Budget Officer. It plays a crucial role in providing accurate and timely support for budget development and administration, processing payments, and ensuring compliance with financial regulations.
Key Responsibilities
The Finance and Budget Assistant at UNAMA is tasked with a wide range of duties:
- Assisting in monthly and yearly account closing procedures in the ERP system (Umoja).
- Reviewing and reconciling various clearing accounts to ensure accuracy in financial records.
- Processing interoffice vouchers, billings, and assisting with bank reconciliations.
- Monitoring compliance with International Public Sector Accounting Standards (IPSAS).
- Preparing cost estimates and budget proposals, including resource requirements and programmatic aspects.
- Providing assistance in cash management, including preparing cash flow replenishment.
- Coordinating the filing and archiving of financial records.
Qualifications & Experience
Applicants must meet the following criteria to be considered for this position:
- A high school diploma or equivalent is required.
- At least 7 years of experience in accounting, budgeting, and financial management within the United Nations system or the private sector.
- Fluency in English (oral and written) is essential; knowledge of Dari or Pashto is desirable.
- Strong knowledge of ERP (Umoja) and IPSAS standards is highly recommended.
