With offices in Kabul (HQ), Herat, Kunduz, Nimroz, Nangarhar, Kandahar, and project operations in Bamyan, HI Afghanistan employs over 450 national and 10 international staff. The annual program budget ranges from €8 to €10 million.

Key Responsibilities: Program Grant and Business Development Specialist
1. Grant Unit Management
Lead and support a team of one Grant Manager and two Grant Officers
Monitor donor reporting calendars to meet deadlines without compromising quality
Validate financial and narrative reports for coherence, accuracy, and compliance
Support audits, project realignments, and continuous learning cycles
Address reporting and coordination issues between program and HQ
2. Business Development and Fundraising
Monitor donor strategies, funding trends, and calls for proposals
Coordinate fundraising efforts and strategic planning
Develop high-quality concept notes, proposals, logical frameworks, and budgets
Lead internal proposal development processes, involving all relevant stakeholders
Establish strategic partnerships and consortia aligned with HI’s priorities
3. Partnership and Stakeholder Engagement
Build relationships with INGOs, national NGOs, donors, UN agencies, and authorities
Represent HI in coordination meetings and funding-related platforms
Map key sector stakeholders and develop engagement tools (e.g., donor briefs)
Promote HI’s technical expertise and inclusive approaches
4. Capacity Building and Compliance Oversight
Provide training to HI staff and partners on program development and donor reporting
Visit field offices regularly to support implementation and contextual understanding
Monitor compliance issues and address risks proactively
Review grant-related outputs for quality, donor alignment, and technical accuracy
Required Qualifications for Program Grant and Business Development Specialist
Minimum of 5 years’ experience in grant management, business development, or partnerships
Background in humanitarian or development programming
Strong knowledge of institutional donor regulations and compliance requirements
Excellent English writing and communication skills
Ability to work under pressure and manage multiple deadlines
Compensation and Benefits – Program Grant and Business Development Specialist
Base Salary: From €2,757 gross/month
Per Diem: €634/month
Hardship Allowance: €500/month
Paid Leave: 25 days/year
Rest & Recuperation (R&R): 5 days every 8 weeks
Insurance: Health, repatriation, and life coverage provided
Housing: Shared guesthouses in Kabul (secure, fully equipped, recreational areas)
Contract Type: International, 9 months (renewable)
